1st you have to find those toxic links, Which can harm your site then you can manually remove them by requesting the site owner it will take some time or may be not possible 100% other best thing is disavow links through Google webmaster tool.

Well that some kind of a great way instead of requesting webmaster to remove your links from a bad webpages.
