DOCTYPE describes the HTML used on your page. Browsers use DOCTYPE to render a page as well. Each browser renders a page differently. So the same page on Google chrome will/may look different than let’s say Firefox. I hope this helps.

A document type declaration, or DOCTYPE, is an instruction that associates a particular SGML or XML document (for example, a webpage) with a document type definition (DTD) (for example, the formal definition of a particular version of HTML1.0 - HTML 4.0).

The declaration must be the very first thing in your HTML document, before the tag.
