Create a database table with following fields: id (primary, int, auto-increment), url (varchar) (of file), date created (int).
When the "expiring link" is first created it's added to database along with its URL and the time-stamp it was created. When a user clicks a link the script should first check that the current time stamp subtracted from stored timestamps is not greater than your expiration time in seconds. If it's greater you could delete the file else you serve the file.
